How David Odumbaku is Redefining Grassroots Governance 

David Odumbaku’s governance style is not one based on distance but circle-specific. At the Ojodu LCDA Secretariat, he regularly convenes community stakeholder meetings where property owners, youth leaders, and artisans sit together to debate and adjust the council’s annual budget. The format is a democratic one, with a strategic intent. By the time a policy reaches implementation, Odumbaku already knows who will support it, who will resist it, and who needs to be convinced. This approach has defined his two terms as Executive Chairman of Ojodu LCDA.

Odumbaku, who turned 50 in February 2026, is not a politician who confuses activity with progress. He is a systems analyst by training, holding an MSc in Computer and Information Systems from Dublin Business School, with additional certifications from Harvard and Pan-Atlantic University. He spent years at IBM Dublin before returning to Nigeria. That background informs a governance style rooted in data, feedback loops, and measurable outcomes.

The HEYS Agenda, his administration’s flagship program, targets Health, Education, Youth and Women Empowerment, and Social Infrastructure. Under this framework, his office has facilitated over 600 free medical surgeries and constructed primary healthcare facilities. The THRIVE Scheme provides zero-interest micro-credit to local market women and artisans, a lifeline for small traders who cannot access traditional bank loans.

Odumbaku has also invested in digital inclusion, establishing local ICT hubs and containerised secondary schools. When he launches youth digital skills programs, he uses the platform to urge young people to register for their Permanent Voter Cards. He understands that technology without civic engagement is just hardware.

His record has earned him recognition, including the GovTec Award from the Bureau of Public Service Reforms and the title of Best Performing Local Government Chairman from Global Excellence Magazine. But the quietest evidence of his effectiveness may be the simplest.
