NASC Confirms Odo as Senate Clerk, Names Sidi Acting Reps Clerk

The National Assembly Service Commission (NASC) has confirmed Mr. Emmanuel Odo as the substantive Clerk to the Senate and appointed Mr. Ibrahim Sidi as the Acting Clerk to the House of Representatives, in a major administrative reorganisation at the National Assembly.
The decisions were among the resolutions reached at the Commission’s 19th meeting held on Monday, January 20, 2026, according to a statement issued in Abuja by the Director of Public Affairs, Mr. Emmanuel Anyigor, on behalf of the Executive Chairman of NASC, Dr. Saviour Enyiekere.
Odo’s confirmation follows his earlier elevation as Acting Clerk to the Senate, which was approved by the Commission on September 16, 2025. His confirmation now makes him the substantive administrative head of the Senate bureaucracy.
In the House of Representatives, the Commission approved the appointment of Sidi as Acting Clerk with effect from February 9, 2026. Until his appointment, Sidi served as Director of Administration in the National Assembly.
He is to succeed Dr. Yahaya Danzariya, who will formally retire from the National Assembly Service on February 8, 2026, after attaining the mandatory retirement age.
Beyond the top appointments, the Commission also approved a series of appointments and redeployments into key consolidated positions across several directorates, as part of efforts to strengthen administrative efficiency and service delivery within the National Assembly.
Those appointed as Acting Secretaries to various directorates include Fortune Ihua-Maduenyi (Protocol and Inter-Parliamentary Relations), Asien Fatima Nana (Zonal Liaison Offices), Bashir Layya (Estate and Works, with effect from February 3, 2026), Siyaka Wahab Sadiq (Deputy Clerk, Legislative, House of Representatives), and Dauda Bulama Bukar (Deputy Clerk, Administration, House of Representatives).
The Commission also approved several strategic redeployments. Mrs. Mofoluwake Ogunbayo was moved from the Directorate of Special Duties and Parliamentary Security to become Secretary, Procurement and Supplies. Mr. Kehinde Amos was redeployed from Deputy Clerk, Human Resources (Legislative) to Deputy Clerk, Senate (Legislative).
Similarly, Mr. Atiku Ibrahim was moved from Procurement and Supplies to the position of Secretary, Finance and Accounts, while Mrs. Vivien Njemanze was redeployed from Deputy Clerk, Human Resources (Administration) to Deputy Clerk, Senate (Administration).
Mr. Andrew Nwoba was also moved from Zonal Liaison Offices to serve as Secretary, Special Duties and Parliamentary Security.
The Commission clarified that apart from the appointments of Sidi and Layya, which take effect on specified future dates, all other appointments and redeployments take immediate effect.
According to NASC, the latest decisions are aimed at ensuring continuity, professionalism and improved institutional capacity within the legislative bureaucracy.
