Despite Autonomy, Katsina Council Areas to Open Sub-account Under State’s TSA

The Katsina State Governor, Dikko Umaru Radda, has revealed that all the 34 local governments would operate a treasury sub-account under the state’s Treasury Single Account (TSA) despite the financial autonomy of the local government.
He disclosed this yesterday during a three-day retreat organised by the state government for the newly sworn-in local government chairmen held in Kano.
He explained that all the statutory allocations and internally generated revenues of the local governments would be transiting through their treasury sub-account under the state’s TSA.
“Each local government shall operate a dedicated treasury sub-account within the State Treasury Single Account (TSA) with all statutory allocations and internally generated revenues transiting through this sub-account,” Radda said.
He also revealed plans for the establishment of a quarterly budget-performance dashboards for the local government and unannounced compliance checks by the state’s auditor-general.
Other reforms announced by the governor during the retreat included, migration to the Integrated Personnel and Payroll Information System by year-end and standardisation of performance-appraisal templates.
Radda added that cadre structures, and disciplinary procedures, capacity building programmes for local government staff, upgrades to the College of Public Administration in Funtua, were amongst other reforms initiated by his administration.
He, however, said leadership at the local government level was “a sacred trust that demands not just competence, but character; not just action, but vision; not just position, but purpose.”
Radda explained the critical role of local governments as the bedrock of functional democracy and the primary bridge between citizens and higher tiers of government.
