‘How Lawan, Gbajabiamila Halted Brain Drain at NILDS’

The Director General of National Institute for Legislative and Democratic Studies (NILDS), Prof. Abubakar Sulaiman, has said the decision of the governing council to review the institute’s scheme of service and promote qualified academics in the institute to the rank of a professor, has reduced brain drain.

President of the Senate, Dr. Ahmad Lawan, is the chairman of the institute, while and the Speaker, House of Representatives, Hon. Femi Gbajabiamila, is the alternate chairman.

Sulaiman stated this on Monday during the 2021 convocation ceremony of NILDS – University of Benin (UNIBEN) postgraduate and Higher National Diploma programmes held at the National Assembly in Abuja.

He explained that in light of the tremendous success of the postgraduate programmes, the institute was set to receive the National Universities Commission (NUC) for another round of accreditation exercise for all the postgraduate programmes in the coming weeks.

“Only recently, the Governing Council under the chairmanship of Senator Ahmad Lawan, PhD, CON and the alternate chairman, Hon. Femi Gbajabiamila, reviewed the institute’s scheme of service and introduced among other things, promotion of qualified academics in the institute to the rank of a Professor.

“This has since boosted the morale and commitment of staff to work. It has also reduced brain drain in the system as it was the case before my assumption of duty at the institute,” he said.

Sulaiman revealed that the institute had also secured the approval of the National Board for Technical Education (NBTE) and commenced the HND programme in Parliamentary Administration and Official Reporting in 2018.

He said the Diploma Programmes were intended to address the needs of the lower and middle-level staff of the National Assembly and that it would build a pool of competent staff and members to enhance international best practices in the discharge of their duties.

“At today’s convocation, a total of 112 candidates will be conferred with various awards across all the Postgraduate Programmes and 18 candidates will be conferred with the award of Higher National Diploma in official reporting,” Sulaiman said.
