Adjourns plenary for 2 weeks
The House of Representatives on Tuesday passed a motion mandating the Committee on Constituency Outreach to investigate the poor/non execution of constituency projects under the National Primary Healthcare Development Agency (NPHCDA) from 2015 to date and report back within six weeks for further legislative action.
Also, the House yesterday adjourn plenary sitting for two weeks to enable members embark on oversight functions to ministries, departments and agencies of government (MDAs) to ascertain the level of capital implementation of the 2017 budget.
The adjournment of plenary activities is also to enable it attend to MDAs which are expected to commence their 2018 budget defence. Plenary is expected to resume onDecember 19.
Meanwhile, Hon. Betty Apiafi (PDP, Rivers) and 10 other members sponsored the motion on the need to investigate the execution of constituency projects by contractors under the National Primary Health Care Development Agency (NPHCDA).
She noted that constituency projects are aimed towards providing social amenities, creating an enabling environment and increasing the standard of living of Nigerians living mainly in the rural communities, leading to the economic, social and political growth and development of the communities, stressing that proper execution of constituency projects would serve as a platform for good governance, transparency and accountability.
However, according to her, since 2015, there had been numerous complaints from members and constituents about poor/non execution of projects by contractors under the agency.
The House raised concern about the nonchalant attitude of affected contractors and the NPHCDA towards execution of constituency projects which manifests, for instance in the supply of sub-standard drugs and medical equipment and construction of primary healthcare centres with low quality materials which has led to severe injuries and loss of lives in some cases.
