The Senate Committee on Federal Capital Territory Administration (FCDA), Tuesday sent the Chairman, Kwali Area Council in the FCT, Mr. Joseph Chazim, packing over his inability to explain details of how N1.6 billion released to him for capital projects in the 2012 budget could not be accounted for in the last nine months out of a total appropriation of N3.3 billion for the Council.
Chazim, who appeared before Senator Smart Adeyemi-led Committee to defend the Council’s 2013 budget was given the marching order because all the figures he gave as expenditures either on the current or capital could not match the releases made to him.
Worried with his lack of coherence in the presentation, Adeyemi said: “I wonder why you cannot give us the details of the budget analysis up till October, you cannot be accurate if your presentation is limited only to September 2012. I wonder why your finance department cannot update you with all the expenditures till last month in an accurate manner, and here you have just few weeks to end of the year. Mr. Chairman, we are not satisfied with all explanations. You definitely will have to go, tidy up your book and come explain to Nigerians how you expended their money.”
The chairman, who was also tongue lashed by the committee’s Vice-Chairman, Senator Domingo Obende, was also queried why only N7 million was realised out of the N74 million Internally Generated Revenue (IGR) projection for 2012.
He said: “By telling us here that you generated only 10 per cent of the projection that either you are not ready for business or the money was collected and diverted to something else. Generating only N7 million is ridiculous in an area council like Kwali. This is just the plain truth.”
While giving the chairman a breather to reorganise himself, Adeyemi said: “We are responsible to the people and to God in this job that we are doing. If we keep quite where we ought to talk, God will ask us, it means that we are not being honest with the provision that God has bestowed on us. And if you get home and meditate over it, you will know we are making sense.
“It is either your boys are not committed or they collecting revenue and diverting it. Your explanations are inexplainable to us. He added that since the Chairman substantiate his arguments, he will hear very soon from the Committee on its investigation on the issues under consideration.
On the N1.6 appropriation for capital expenditure in 2012, Chazim said: “We were able to utilise the sum of N295 million, while part of the balance was used in paying salaries. For his inabilty to answer the question, the Senate Committee warned that he was breaching the law of the land by his spending without recourse to accountability.
