•House to mandate Ethics Committee to probe lawmaker


The House of Representatives will hold its emergency plenary session on Friday to determine the fate of its chairman, Ad hoc Committee Monitoring the Fuel Subsidy, Hon. Farouk Lawan, over his alleged involvement in a $620,000 bribe to clear Zenon Oil and Gas.

However, Lawan will not attend today’s session as the police which are investigating the allegation that he collected $500,000 from Zenon’s Chairman, Mr. Femi Otedola, being part payment for the $3 million demanded from the oil mogul, have detained him after interrogation.

Lawan was purported to have demanded the money from Otedola to remove his company's name from the list of firms in the probe report that bought foreign exchange from the Central Bank of Nigeria (CBN) but failed to import petroleum products.
Notwithstanding Lawan’s absence, sources said last night that the House would go ahead with the emergency session where far-reaching decisions on the matter will be taken.

Details also emerged yesterday on how Lawan stuffed some of the marked bills, after he collected them from Otedola’s house, in his flowing traditional attire and cap to hide the money from prying eyes.
Security sources told THISDAY that Lawan arrived at the force headquarters yesterday at approximately 4 pm, after he had kept the police waiting for almost a week having been invited to make a statement.

Otedola on Tuesday had visited the police headquarters where he told detectives how Lawan pestered him with a demand of $3 million to clear his company and how, on the advice of security agents, he had played along and passed marked bills, provided by the security agents to Lawan, unknown to him that the whole transaction was being recorded.

On arrival at the force headquarters, Lawan, accompanied by his legal team, was said to have gone straight to the 7th floor where he was received by the acting Inspector General of Police (IG), M.D Abubakar, alongside the Assistant Inspector General of Police (AIG) in charge of investigation and  other top brass of the force.

His interrogation was said to have started at about 7 pm and was conducted by a team of detectives headed by the Commissioner of Police,  Ali Amodu, who heads the Special Task Force Abubakar had set up to probe the allegations.
Although details of his interrogation were sketchy as at press time, it was gathered that Lawan did not bring the $500,000 he collected as demanded by the detectives.

However, one of the police sources said that the money would be retrieved from him soon and he would remain in police custody until investigation into the matter is concluded.

Lawan’s lawyers were said to have left the force headquarters at about 8 pm when it was obvious to them that he would be detained.
Deputy spokesman of the force, Frank Mbah, a Superintendent of Police, could not ascertain if  Lawan would be released last night or not, adding that the embattled legislator came in very late.

It was learnt that Lawan, who had evaded the police for almost one week, was forced yesterday to reconsider his position when he learnt that the police were planning to arrest him to ensure that he does not attend today’s emergency plenary session of the House.

A lawmaker, who did not want to be named, said that at today’s session, the House would remove Lawan as chairman of the ad hoc committee which still has a standing assignment to investigate 17 oil marketers to determine their involvement in the subsidy regime.
At today’s session, the Order Paper for the day would dwell primarily on a single item— the bribery scandal. But the open plenary would be preceded by a special secret session.

If parliamentary precedence is anything to go by, the executive session might entail a last ditch effort to save Lawan and redeem the image of the green  chamber.
As at yesterday, Speaker of the House, Hon. Aminu Tambuwal, and other principal officers had held several meetings to strategise on how best to handle the crisis without rocking the boat.

Sources in the lower chamber disclosed that the House will appoint another panel to review the main report of the subsidy probe. The new panel will be charged with the responsibility of completing the outstanding probe of the 17 oil marketing firms which were erroneously indicted in the report. 

In addition, Lawan’s case will be referred to the House Committee on Ethics and Priviledges which will probe the extent of his involvement in the allegations that he collected bribes from oil marketers, including Otedola. The committee will be given two weeks to submit its report to the House.

“Whether he attends the emergency session tomorrow or not is immaterial. The session will go on as scheduled, but he will be removed as the chairman of the ad hoc committee and his case referred to the Ethics and Privilege Committee, which has the power to probe him anywhere he is,” the lawmaker said.

THISDAY further learnt that Lawan visited Otedola’s house on three different occasions over the bribe issue. On each occasion, he drove himself in a C class Mercedes Benz. Five video recordings, lasting an average of eight to 10 minutes each were made on each of those visits.
According to a source in the security services, on the first visit, he had lunch with Otedola where the amount to be paid was negotiated and eventually agreed on.

On his second visit, which was around 11 pm, he collected the first tranche of $250,000 and during the third visit when he came around 5.05 am, he collected the second tranche of $250,000. He was dressed in green buba and sokoto with a cap to match.
Later in the day at the plenary session after he had collected the second tranche, he got the House to clear Zenon as one of the companies that bought foreign exchange but did not import petroleum products.  

“In the video, Lawan was clearly seen stuffing wads of dollar bills into his pocket, when his pocket was full, to the  utter shock of all those who have seen the damning video, he removed his cap and  concealed the remaining wads of dollar bills inside it and replaced the cap on his head.

“Nigerians will reel with laughter if they ever get to watch this video. It is on the one hand hilarious and on the other, shameful,” a source said.
Further investigations revealed that Lawan’s resort to stuffing the money in his pockets and cap was done to avoid arousing suspicion from Otedola’s domestic help who would have seen him entering the house empty handed and coming out carrying a bulging envelope.
However, unknown to him, a surveillance video camera carefully installed by the SSS was recording all his actions.

  • The entire truth in this shameful bribery saga will never be known without proper police investigation. For proper and fair investigation into the matter, the giver of the bribe,regardless of his reported collaboration with any other security agency should be arrested pending the conclusion of the investigation. Odetola clearly had motives to offer inducement in order to extricate himself and ZENON from indictment on forex related offences and money laundering charges. These offences if proven against him or ZENON can not be waived or forgiven because of his "cozy" cooperation with another security agency which in this case is clearly self-serving. The Police should complete the initial required steps of their investigation by arresting Odetola. When the matter is charged is court,the court would then decide the issues based on the facts and evidence. Finally, these bribery allegations should not distract the nation from the continuing urgent need to cleanse the oil sector of fraud and graft,especially as contained in the House Fuel Subsidy Report.It is hoped that the law enforcement agencies would show the similar diligence in implementing the resolutions in the Fuel Subsidy Report.   • What a disappointment. It certainly will not be just the two of them alone that shared the money. All others should be exposed. Upon all the money we hear they pay them, what do they really do with this so much money when many people out there are hungry.
    Go to our hospitals and you will see many people begging for money to buy drugs as low as N500.00 only. People that have been discharged but not released because they cannot afford to pay their bills as low as N15,000.00 only. I did not hear it, I have seen it severally. Yet some few are out there ensuring that this Nation never progress. For me like I said yesterday, we are waiting to hear if Otedola and his companies collected money and used it for something else. Whatever the amount. We want to know.
    How can corruption be eradicated when the people to help us are the ones destroying us.

  • Its quite a shameful act if Lawan actually did that. Am not surprised sha, we all know that these guys in both colored chambers are all rogues. But lets not allow this distract us from the main issue here. which is there was a big fat fraud against the Nigerian people in the name of "oil subsidy" that gulped over 2 trillion naira, there was a general strike that resulted into countless of losses of lives and properties. The reality here is,the people that are refereed to as "the cabal" orchestrated this epic movie from the word go, me,you, all of us, are all qua-lateral damages. They stole trillions of monies that should have improved our roads, health care delivery and schools, when came all out demanding for explanation/accountability they then went and formed a committee of rogues and sat back enjoying the grandstanding knowing fully that the have their hands on the plug. God pass them all, today it is Farouk Lawan's turn to pay for his sins, who knows who is next? God knows and in only him we trust.

  • I have a message from the Lord 4 Nigerians and their leaders. "... The story of Lawan is not new, not the last and obviously will go under the dirty carpet as usual. My consolation is the words of Job 15vs 34_35 " the congregation of hypocrites shall be desolate, and fire shall consume the tabernacle of bribery. They conceive mischief and bring forth vanity, and their belly prepareth deceith". Our leaders have oppressed us, they have lied agains God and us. They have closed their eye to justice. However, the whole world see them as good men, philantropist, patriots elder/ statesmen. They have acquired many titles, honours, commendations on account of what we are deceived to be their dedication and selfless service to the nation and humanity. My consolation is that God is not deceived, "whatsoever a man soweth, that shall he also reap" Galatian 6vs7. Let us leave them for God, we cant do nothing he is our true Messiah. Because, the army is involved, the police, other security agencies etc. God's judgement, no one can escape. God Bless Nigeria.

  • Farouk should be recalled by his beloved constitutency but it will be very difficult because he has so helped his constituency by creating jobs and paying salaries to graduates and other philantropic acts. But it is evident now how he makes the extra money used to grease his largesse. He also has an excellent team of Damage controllers. Lets see how it plays out.   • The bribery scandal involving security agencies is a sham. From public knowledge, when security agencies give marked money as bribes, the taker of the bribe is immediately arrested so that the money would be recovered from him. How come Lawan received the money twice and his aid received it once and they were not arrested. Mr Otedola should be asked to tell the truth. There are evidences that motion pictures are doctored or produced using images similar to human or may imitate a know human character and mimik his voice as well. This is all a foul play. SSS to marked the money should tell us why they fail to arrest the bribe taker immediately he collected the bribe and why they kept mute until now. I am not holding brief for Lawan but I think it is a game plan acted properly to rope him and discredit the National Assembly.

  • I am indeed stunned. the guy appeared to me very verse when d probe was going on.... I was seriously liking his actions and intelligency.....until this moment. Here in the world we meet money and we will not go wt a dime when we are returning to Baba God...... this is another lesson to all intending colleagues of his. I am very sure Nigeria is a very rich country if blessed with good leaders.

  • Both Otedola and Farouk cannot be trusted. Here are some questions I have with this their drama.

    1. How are we sure that Otedola was not the initiator of the bribe? Like Francis Tyozenda said, "From public knowledge, when security agencies gives marked money as bribes, the taker of the bribe is immediately arrested so that the money would be recovered from him". The recovered money will be tendered as evidence. I would like to hear how the SSS and Otedola will explain this their new tactics that will allow the "taker" of the money spend the money and you come with a video tomake a case against the taker.

    2. Why did Otedola use the SSS and not the police to nail Farouk? Is there any hidden hand from the Presidency in this saga that we cannot see?

    3. Was this a well thought out plan aimed at discrediting the outcome (report) of the Fuel Subsidy probe by the House of Rep? My take is that, the probe report must be considered at lenght and the necessary steps taken to bring those that are found wanting of forex related offences and money laundering charges to book including Otedola (Zenon Oil).

    4. Is Farouk Lawan okay and in his right senses? Can a person who was guided by the IGP to 'play along' in the bribe attempt blunder as he did in the collection of the "bribe money." No videos, no audio tapes, no nothing to aid your spy work?. Truly, is he okay?

  • My dear mfonubong, the visit was no more about any investigation: He went there to collect eego, period. So, do you expect a man who has gone to collect $250,000.00 not to be so excited and would like to have a good dinner and wash it done with a very chilled wine? That "honorable" rogue and his colleagues must go to prison, period. Justice delayed, is justice denied. The evidence is already there. However, I wonder if any of these stupid armed robbers had even gone to prison in that country! Or is it not the same country Ibori the ogbologbo 419 was seen as a "Saint?" May God help us.
    I've said several times that, most of these so called "Honorable" members of all "houses", states, lower, upper, or whatever, are nothing but, thieves, opportunists, and political jobbers!

  • I hoe the SSS has not already let Otedola and Zenon off the hook by some plea-bargainng! He is surprisingly cooperating with the security agencies even before he is indicted. His unusual patriotism is suspect.

  • This is another Awada Keri - Keri. I am sure Nigerians are tired of watching senseless video clips. We have not forgotten the popular Abacha video.

    It is a shame to hear that a security agency in present day Nigeria marked an amount as huge as half a million Dollar and allowed the receiver to escape with the exhibit and nothing was done for more than two months.

    In civilised society, the security men involved in that exercise would have been dismissed and charged to court for conspiracy and stealing.

    I have no doubt that the Awada Keri Keri is a game plan acted half properly to exonorate the oil cabals who have been stealing our commonwealth.

  • I guess the whole idea is to force a compromise by the House. Now the reputation of the House is to be negotiated on the murky standard of the ruthless businessman. The negotiation should be interesting and the loser..the masses, whose collective wealth is continuously being plundered. I do hope while people seem to be enjoying this, they will remember that lives were lost in the battle to bring sanity to the use of subsidy in the oil sector. Can we afford to negotiate this away? Are we going to press that the basis for acquittal of Zenon be looked into again? Where do we look to for a fair probe of this apparent decadence. The house started well...Can they conclude it fairly? Do we still have dependable independent bodies or individuals (like Late Gani Fawehinmi) that can team up with the House for transparency in this matter.....
