The Federal Government has asked Nigerians for understanding over the deregulation policy, saying there is no alternative to the removal of fuel subsidy.

It promised to provide sustainable palliatives to cushion the effects of the policy.

Briefing State House correspondents after an emergency meeting of the Federal Executive Council (FEC) yesterday, Minister of Information, Mr. Labaran Maku, said the government was not willing to postpone the evil day by indulging in half measures, while the economy collapses on everybody.

Rather, the government appealed to labour and other protesters to withdraw from the streets to prevent avoidable deaths and increasing the suffering of people.

He said: “Previous governments have postponed deregulation. The intended benefits did not come through because for as long as government continues to monopolise the sector, no private sector will come in and invest in it.

“Having taken this plunge, to go back will be to cripple the economy. That is why we are calling on our citizens to bear with us. In no time, the prices will come down unlike in the past where marketers used to hoard fuel because government was subsidising. That would no longer be the case. The customer will be king now, because if they (marketers) don't sell, they won't recover their money.”

He said apart from the N10 billion earlier provided for urban transportation through the Urban Development Bank, the Goodluck Jonathan administration had placed an order for 1,600 mass transit buses that would be arriving “in the next few days” to ensure a sustainable mass transit that would ease the pains of movement.

Apart from that, he said concentrating on revamping rail transportation, which had reached an advanced stage, would give some respite to roads.

When the construction of a modern rail line is completed, he said, the current single gauge would be dedicated to movement of goods.

Jonathan, he said, had directed that all civil servants should be paid their salaries by January 20, while the monthly Federation Account Allocation Committee (FAAC) meeting should be brought forward to January 15 so that funds for payment of salaries would be disbursed on time.

To ensure that those in the private sector also feel the ease of their palliatives, Jonathan directed that debts owed local contractors by Ministries, Departments and Agencies (MDAs) are compiled and paid so as to empower them to have funds to attend to their needs.
Apparently responding to the charge that the timing of the subsidy removal was harsh on the people, he said that measures to cushion the effects of deregulation started way back in 2009.

Maku said since several consultations had held between the time the government openly mooted the idea and the time of the submission of 2012 budget which had no provision for subsidy, the populace ought to have known that technically, “subsidy had been removed starting from when the budget was supposed to operate”.

He spoke on the other issues discussed at FEC, including a review of the security situation in the country.

He said all efforts were being made by the government to secure all parts of the country, especially the North-east and North-central where security threats and breaches were commonplace.

Maku dismissed the ultimatum given to Christians and Southerners in the North to leave the region as mere threats “to create panic”.

“The meeting was called by Mr. President to deliberate on very crucial issues of national significance particularly on the continuing battle to restore order in the North-eastern and other parts of the country affected by recent terror attacks as well as on-going deregulation of the downstream sector of the Nigerian petroleum industry.

“Mr. President in opening the meeting expressed deep seated sympathy and empathy with the citizens of this country particularly over the measures government has taken in the last couple of days to deregulate the downstream sector of the Nigerian oil industry. Mr. President is deeply touched also by the pains that citizens are going through because of the temporary jump in the prices of petroleum products as well as transportation in most parts of the country.

“Mr. President therefore called this FEC meeting to expedite action on measures to alleviate these pains which citizens are going through. He made it very clear that as the President of Nigeria, his role as president is to ensure that the welfare of Nigerians as well as the growth and development of this country become his major goals and that is exactly what he is pursuing. Mr. President therefore told members of council about measures the administration is already taking particularly to address the issue of mass transit in the country in order to bring down the cost of transport fares and alleviate the discomfort and pains citizens are going through at the moment.

“Mr. President therefore announced to council that already government has placed orders for massive supply of diesel engine mass transit vehicles. Conclusions have been reached with the private sector with key stakeholders in the public transport system including those transport organisations that are run directly by the Nigerian Labour Congress as well as the Trade Union Congress, the Road Transport Workers Union of Nigeria (NARTO) cooperatives and several other transporters in the federation to ensure that in the next couple of weeks, they will be available in this country sufficient numbers of mass transit vehicles which will be supplied  duty free to transporters.

“The intervention in the mass transit system is going to be far more comprehensive and far more sustainable than whatever had been in this country in the past. So Mr. President directed that this programme of massive intervention in mass transit transportation will go on for two years and government is prepared to sustain this tempo to ensure that by the end of February this year, we should have achieved significant stabilisation in the cost of public transportation across the country,” Maku said.

He disclosed that the president further directed that every ministry, department and agency which has outstanding vacancies to be filled should immediately open up such vacancies for filling so that unemployed Nigerians could have a better life.

However, it was decided that primary suppliers of the vehicles would be companies which have production facilities in Nigeria; though where the capacity is not enough, the second option would be to import them.

But the beneficiaries would be those who have infrastructure on ground to run such transport system creditably so that by the end of next month, the volatile transport system would have stabilised for Nigerians to know that the government had a definite direction in attending to their needs, he said.

To add to other measures being put in place, the minister said the president also directed the fast-tracking of the implementation of the subsidy reinvestment programme which he had announced Dr. Christopher Kolade as chairman of the board, pointing out that the interest of Nigerians was at the heart of the matter and called on citizens to “endure short time pain for long time gains”.

  • How about a N500b Generator fuel loan available to all household since your narrow minded FEC always fails to realize that in Ghana (and all other places you like to "follow follow"), they do things in proper stages. Example is uninterrupted power supply before deregulation.
    Nigeria "leaders" love forcing things down the throat of the populace they are suppose to listen to and obey as in the case of the western nations they very much like to "copy copy". CBN Dictator commands "go cashless or be penalized, withdraw more than stipulated amount from your hard earned money and be penalized".
    Years of military brutalization has turned these imposed leaders into monsters.

NB all these things are way of capital flight from the country that needed it more. GEJ, if you dont know what to do ask question from the right people. Shame he did not speak on how to make or assemble those buses in Nigeria @ age 51. 1600 buses imported from abroad is a way to inflate the cost, make the politicians that get the contract richer and best of all, create hundreds of jobs abroad when our youth are out there without job. Why not let see the subsidized buses/fare run well and smooth for a year before u increase the gas prices? If you to push your citizens down from a height, u should have a cushion for them to fall on. Jonathan pushed Nigerians down from a building with thorns to fall onto. The west already predicted the break of Nigeria by 2015 and they are now using Jonathan as one of the instrument to ensure that... keep listening to IMF without asking how much the west spend on the poor and masses through social service (food aid, unemployment benefit, retirement, financial aid to mention but a few). The only benefit or social service the poor get in Nigeria is through the "said subsidy" and Jonathan is about to take it from them...GEJ can balance is budget by looking deep in his pocket and that of his comrades in PDP. Fuel subsidy is not the source of revenue wastage in Naija, they are!!!!
    if GEJ need revenue for the above expenses, let start by telling his wife to return all the money she has helped him plunder, next is to reduce the amount he intend to spend in his kitchen for 2012,another is to cut the transport cost of his vice president who is in love with expensive cars. GEJ can then go to cut the cost of running the do nothings in house and senate that take 25% of the Nation's wealth. Another good source is to reduce is portfolio and their exorbitant income. If that isn’t enough, then he can stick his F**king fingers in his stinking ass, i am sure he has buried some embezzled money in there since he came into power

  • seems president jonathan is clueless, putting the cart before the horse. Didnt the president know that increase in pump price of petrol will automatically increase transport fares? How come he is just realising it now and is ordering for mass transit buses. It shows lack of direction and focus on the part of the president. These measures should have been in place before january 1st so that people wont have ro go through this avoidable sufferings. Nobody can convince me now that president jonathan has the credentials to be a president.

The buses ought to be in nigeria before deregulate and ownership should be the present bus and taxi drivers which should in form of soft loan. subsidize crude oil to local refining to encorage local refining.     Mr, President Sir, you are friends with me on Facebook so I believe you'd read this.it is a pity that nigeria has degenerated to this level. Nobody is believing anybody. the proponents and some opponents of the subsidy theory are the ones that have so much money in stock for their generations unborn. the truth is that there are people that do not have any hope of eating today. People are hungry, weak and angry. it is not a bad idea to remove the subsidy and use the money for developmental projects. but the question is; 'is there really a subsidy?' assuming the answer is YES, the next question is 'why is there subsidy?' the answer is because, Nigeria REFUSED to rehabilitate, repair, upgrade and build new refineries.
    My case is that of lack of trust for the government. Assuming GEJ has good intentions towards this whole issue. An analogical breakdown(assumption) of what would happen to the money is thus;
    Subsidy removal= one million
    To regulatory bodies= six hundred thousand
    To marketers= four hundred thousand
    available money for the masses= one fifty thousand.
    u see? the balance would be insufficient to build roads, schools capital infrastructure, run the already-expensive govt, pay salaries (of course there would be new 'minimum wage').
    then the govt might decide to plough the money back to the economy by saving. at the end of the day, nothing would be done about it. when election time comes up, the whole remainder would be used for elections. (definitely JEGA's money would be higher this time; afterall 'fuel is expensive')
    Now to my suggestions; don't remove this subsidy now until at least two refineries are functioning at full capacity. don't remove it yet until you have dealt with the uprisings of Boko Haram, until you are sure that you are not working with corrupt individuals, of course charity begins at home(shee u get?)
    I believe in you to change this decision of yours. the people are really hungry, unemployed and angry. those really supporting this idea haven't gone to their villages since they got money. if not they would see wide spread hunger in the land. Remember the voice of the people is the voice of God. Mayor has spoken, again.

  • These are stories that will quite make sense to the untrained and unlearned but indeed are sentimental at best. We know the FG has over the years been subsidizing its own inefficiency and ineptitude. You finger out a cabal and you can't bring them to justice? By the way, how can FG sustain the new measures it proposes? Especially considering it has failed to do same in the past. Annoying is the impression that it was still dialoguing with all concerned parties yet without recourse to the same parties removed subsidies. More annoying and criminal is to take such an action without approval from National Assembly. This clearly violates the rule of law! Mr Maku sir, you should check your statement about the 2012 budget. It is not yet passed so we couldn't be spending from it but from that of 2011 - which still contains fuel subsidy! Leadership is more than standing aloof from the people and issuing decrees. It is more about walking the talk please.

  • Nigerians must avoid the temptation of giving the most incompetence government in our history more excuses for non-performance. Jonathan has made a deal with Nigerians. In place of fuel subsidy, government will provide good roads, quality education, security, jobs, electricity; end corruption, lawlessness as government policy, etc. The missing point is timeline. Instead of public protests that will result into loss of lives and destruction of public and private property, we need to extract a commitment from Jonathan on when these things will be on ground. If Nigerians go on the streets now, the Thieving Security Officer of the country, Inspector of Genocidal Police, National Security Adversary, etc. will unleash Jonathanaemic hell, killing Nigerians and claiming the money saved from fuel subsidy was used to replace/repair damage done by Nigerians during protests and even attract international sympathy.
    For me, he has reached a dead end with no more stories to tell. We all know that the money from fuel subsidy removal has been shared already. Once the time comes, Nigerians will have cause to call for his removal; I volunteer to buy and deliver fishing nets and a canoe in his village for him to resume the only job he can do well. His lieutenants will start deserting him and the masses will dictate the tune. Any mass protest at this point in time will work in Jonathan’s favour; his loudmouthed information minister will have more stories to tell.

  • It isn't easy. i believe the continuous payment of the fuel subsidy isn't sustainable for Nigeria's economy. So it is better to bite the bullet now rather than later. I would urge the Federal Government to in addition to the palliatives being arranged to ease the sufferings of Nigerians, as a matter of urgency tackle the problem of corruption, wanton looting of the national treasury as whatever gains is made from the removal of the subsidy would only end up in the pockets of scrupulous politicians. The losses the country suffers from this thieving brigade far outweighs the paltry sum the Nigerian economy has to fork out every year to maintain the subsidy

  • Why did he not put every thing in place before removing the fuel subsidy if the country is crashing, he should reduce government officials salary, After all they get Hundreds Millions of naira legally and they still steal the country's money. Goodluck is a bad luck, he is very mean and wicked. he should have made stable electricity in the country, Good rail transportation and transportation in general before even thinking about removing the subsidy for fuel.Other nations have many major subsidies, and Badluck is removing the only major subsidy in our country. He and his cohorts want Nigerians to tighten our belts yet feed fat on our collective wealth, how else does one explain the N1 billion budgeted for Goodluck and his family for feeding alone in 2012. We who pay tax every month do not have access to good roads, quality education, good medicals, water or power supply. Are we to blame for government inefficiency?   • If the Government is saying that there is no going back on the subsidy removal,then it should also make available the following without further delay;mass employment for the teeming unemployed,constant supply of power,provision of shelter,rehabilitation and construction of roads,provision of potable water,rehabilitation and construction of hospitals and schools,improved social welfare for the aged and destitudes,improved salary structures for workers,and the improvement of general security for the populace, provision of mass transit system, in addition to equal social justice for all.Anything short of this, we would have no choice but to insist on the reversal to status quo.This is what is obtainable in all societies where fuel is deregulated.

  • Very unfortunate, u do not place the cart before the horse. Government ought to have put these palliative measures in place before this full scale deregulation of the downstream sector of the oil and gas Industry. Also, Government failed to exhaust discussions with relevant bodies and stakeholders in the Sector before the implementation. To me, this is ambush on the part of Government against the masses of Nigeria. This is undemocratic, therefore not acceptable and should be resisted vehemently. My recommendation is that Government should reverse this obnoxious policy immediately. Revamp our existing refineries to optimal utilization, begin the construction of new refineries, cut down drastically on the overhead cost of running government. Call for stakeholders meeting and massively employ the unemployed in the country. Embark on massive enlightenment campaign. Educate the people the more on the merits and demerits of subsidy removal. Thereafter, subsidy can be removed. Thank you.

  • The President and all his Advisers I am sorry to say are rather duller than I already thought. first of all, I am glad I didn't make the mistake of voting the man in the first place.
    That aside, first things first - Nigerians are not saying that the removal is not the right step to take but before that thought would have crept in, the same government would have made efforts to build and revive our refineries to reduce importation and stop extorting us with our own God given natural resource. further, it would no be as though as this if our refineries where working and d subsidy was removed, den we would understand where you are coming from.

    You (Mr. President) are giving the flimsy cushions of 1600 buses and reducing agencies in the ports and so on, how does that even begin to connect with the issue? If you are not a part of the so called cartel why do you think the best way to help our economy is through oil? have you taken a close look at the riches of this country that are dead AND can be revived/ that are not oil related? NO

    In the days of old, we had cocoa, rice and I must say 85% of everything being imported to this country that there was no need for importation. Do you not think that keying into other sectors rather than the oil sector will help the economy more?

    It would have even been a better step to take to force every citizen to pay taxes even if it means raising taxes by 200% to help a lot of sectors. Look at all the ministries we have in this country, they are meant to recover monies for the country as well as government agencies, but instead all they do is spend government funds and at the end of the day have nothing to show for it.

    There should be checks on all of these things before you sit and decide that the masses should suffer because you think as Mr. President, you have to live comfortably. Also think about, cutting the cost to expenditures made by you personally and your family at the expense of the citizens. No Nigerian is given feeding allowance/clothing allowance/fuel subsidy etc. that is not included in his/her salary, you are a citizen like every one of us why does yours have to be different?

    You should be a servant leading and not a dictator ruling. do not take decisions against your people because of the things you think you have in your head that are so private that cannot be shared with the country.

    If you say all these is for our best interest, we have EVERY RIGHT TO KNOW WHAT IT IS WE STAND TO GAIN.

    Think about it. Be a president as you were voted to be, not a pawn to be stomped on.

  • My heart bleeds for this country at times like this due to lack of sincere and purposeful leadership. For our president to say that there is no alternative to the removal of the fuel subsidy is to be economical with the truth.If he were to sincerely fight corruption to a standstill enough money would have been available to develop this country. Again he has reached agreement with our legislators that they will keep mute on the fuel subsidy removal provided their allowances are not touched. Just watch out as this plays out on their resumption. My take on the whole issue is that it is hightime Nigerians stood up against these politicians who take us for a ride. Corruption must be eliminated before we can move forward.

  • The issue is that whether the economy is booming or collapsing, the impact on the Nigerian masses hardly improves.

    Secondly, what is the guarantee that the poor masses will not be taxed to recover the cost of the mass transit busses being imported and how can government be held accountable if it fails to develop infrastructure, which has always become the re-cycled excuse for government's removal of the so-called oil subsidy.

  • These palliative measures should have included reducing the amount of money being grabbed by the criminals in the senate,house of representative,ministers and other politicians in the name of allowance.
    It is funny to hear the criminals in National Assembly saying that they are with the masses when they are the most expensive to run National Assembly in the world.These politicians collect all the money and nothing is left for capital expenditure.Where will the money come for capital projects?
    Borrow today and cry tomorrow?
    FG government has not removed subsidy because there was none in the first place;they have just imposed a 600% tax increase on Nigerians so they can have money for capital project.
    These rallies and demonstration should be on the government especially the National Assembly members,ministers and governors to slash their allowance to half. Abolish security vote and give the money to police, army,SSS,efcc and other security agencies.

    There is so much corruption in the system which doesn't benefit the fools that steal the money but the Western world where the money finally ends up.There is problem in europe and their agent is going around looking for ways that government of third world countries can have more money in their hand because they know those in power in those countries will finally steal it and launder it to the west or the little intelligent ones will use the money to import one thing or the other from them and there by create jobs for them and boost their economies.

    The simple way of saying this is that the Western world does not want much money in the hands of third world citizens but their governments.This will enable these governments service loans given to them and taken back by the agents of the Western world.

  • Deregulation of the downstream sector is not a bad policy. If Government remains a major stakeholder in this sector, we shall remain the way we are and might even start retrogressing. The major opponents of this policy are saying that the timing is wrong. They are saying that Government should fix the refineries, build new ones,provide alternative transport systems like the rail transport etc. come to think of it. Previous governments did little of nothing to provide some of these infrastructures. Again, it will take at least 12 months to fix our refineries, 36 months to build new ones and about same length of time to fix the railways. The big question is, shall we wait till the next 36 months before we start implementing a potentially good policy like this? The urgency with which we need to begin to breath fresh air in Nigeria will not allow us the luxury of waiting. Let us take this bitter pill now for a better tomorrow. In fairness to the Goodluck administration, it is not doing badly. Goodluck is not a magician. Let us not forget where we are coming from- too quickly. I will rather advise Mr. President to show example of good leadership by cutting the budget meant for the presidency drastically and re- channeling it to other sector of the economy as a sacrifice. He should also stand firm and fight corruption. Good luck Nigeria.

  • Lower Cost of Fuel, Subsidy will disappear by itself! We had enough time to do this!!
    Instead of removing the fuel subsidy, our government and the private sector should have within one year i.e. beginning in 2011 set up operating Refineries to refine our locally produced crude and sell at either N65 or N70 which would have been at profit for the Refineries. At N70/litre, a gallon of petrol would have cost about $1.86(N70x4/150) which is about 70% of the $2.70/gallon, the price of gasoline in the USA excluding the 39.39c federal and state tax on Petrol. The revamping of the Refineries not only would have stabilized the price of fuel at N70/litre it would have also reduced unemployment, boost our foreign reserve and stabilize the value of naira at about N150=$1. We had enough time to lower cost of fuel instead of waiting to remove the unnecessary subsidy that our import dependent fuel practice has brought on Nigeria.
    If the Federal Government wants to re-instate the fuel subsidy and implement the recommendation I give on boosting our refinery capacity within one year, I have consultants and Petroleum Engineers that could as a matter of national emergency and with adequate emergency provisions, get about 5 Refineries operating to at least produce all the fuel Nigeria needs for its local consumption without importing a litre of Refined PMS. This is the business that will not only earn Nigeria foreign currency as we have neighbors that we can ship our excess Refinery capacity to and Nigeria will be at peace to enjoy the bounties of our naturally available Petrol!

  • As good an idea as theremoval of the fuel subsidy was, the implementation was very poor sir.
    What facilities were put in place before the announcement? How much information was disseminated? How long was the information announced before implementation?
    We need to build a society in Nigeria where citizens are treated like human beings and not like animals as is the current practise.
    most of our politicians travel abroad and i wonder why it's only the negative things they implement in Nigeria.
    for example before implmenting the vat rise in the uk in 2011, the members of the public were properly sensitized to the change and a few years ago when the govt decided to change the ages of children using car seats, they did the same.
    it is a known fact that the average nigerian is fiercely opportunistic and ehen push comes to shove will only think about his or her personal self as all the culture of caring about the greater good has been eroded away. in view of this fact, i blame this govt not for removing the fuel subsidy but the way, it was implemented.
