Contrary to insinuations in some quarters,Bauchi State Government has defended the turbaning of Galadima Katagum Alhaji Usman Mahmood Abdullahi, saying due process was followed in the selection, appointment and turbaning of the new Galadima Katagum.
A statement signed by the Chief Press Secretary (CPS) to Governor Isa Yuguda, Mr. Ishola Michael Adeyemi, which was distributed to journalists yesterday in Bauchi, said: “Upon the death of Alhaji Bello Katagum the then Galadiman Katagum, Katagum Emirate council on December 16, 2009 recommended to the government the name of candidates out of whom the governor would appoint any one of them as District head of Katagum kingmaker.
“The name forwarded are Mubarak Bello, Alhaji Usman Mahmood Abdullahi, and Dr. Abdulwahab Muhammed Katagum, and based on the Bauchi State chiefs appointments and deposition law and the local government empower the governor to appoint any of the three and he choose Usman Mahmood.”
The statement added that the emirate council contrary to the existing practice recommended to the government the name of Katagum, where no reason was given by the emirate council for the separation of the position of district head of Katagum from that of Galadima Kingmaker, which were hitherto held by the late Galadima and his predecessors.
The statement, therefore, stated that it was based on this that the governor decided to maintain the status quo and approved the appointment of Usman Mahmood, on December 18, 2010 and the approval was conveyed to the emirate same day.
According to the statement, “the emirate delay the turbaning till February 5, 2011 on the eve of the turbaning ceremony the council postponed it, due to the death of district head of Gamawa, on February 7, 2011 state government requested for the turbaning of the Galadima preferably within two weeks because the governor wanted to grace the occasion.
“After waiting for eight months without receiving any response probably because of the sickness of the emir, the state government directed the emirate council on November 10, 2011 to allow the Galadima to perform his statutory function pending the recovery of the emir, following the arrangement of the emirate council to turban district head who were appointed in 2012 Katagum Association for social development secured a court order directing the emirate and the state government to turban the Galadima on December 14, 2012, having realised that the emirate did not comply with court order government directed it to do so and he was turbaned on December 16, without any problem.”
