Atiku Advocates Return to Regionalism

Former Vice-President Atiku Abubakar Tuesday called for a review of Nigeria’s political system with the country returning to the regional structure that obtained in the First Republic.

Atiku said that the current three-tier structure, comprising the federal, states and councils should give way to a two-tier system made up of the six geopolitical zones with states serving as provinces.

He called for decentralisation of power to other lesser tiers of government so that the people would have a greater say in governance, but disabused the notion that decentralisation could lead to a breakup of the country.

The former vice-president spoke at the annual Leadership Newspapers Awards in Abuja where former Lagos State Governor, Senator Bola Tinubu, called for the scrapping of the Senate as a way of reducing the cost of governance, while former Minister of Defence, Lt-Gen. Theophilus Danjuma, decried the overweening influence of governors in the polity.

The former vice-president, in his address, advocated the restructuring of the federating units in such a way that it would strengthen the various geopolitical zones.

According to him, “I want to recall that during the 1994-95 Constitutional Conference, Dr. Alex Ekwueme, the Second Republic vice-president of this federation, introduced and canvassed for the concept of geopolitical zones.

“I was among those who opposed it because I thought that Ekwueme, coming from the defunct Republic of Biafra, wanted to break up the country again.

“Now, I realise that I should have supported him because our current federal structure is clearly not working.  Dr. Ekwueme obviously saw what some of us, with our civil war mindset, could not see at the time.  There is indeed too much concentration of power and resources at the centre.

“And it is stifling our march to true greatness as a nation and threatening our unity because of all the abuses, inefficiencies, corruption and reactive tensions that it has been generating.

“There is need, therefore, to review the structure of the Nigerian federation, preferably along the basis of the current six geopolitical zones as regions and the states as provinces.

“The existing states structure may not suffice, as the states are too weak materially and politically to provide what is needed for good governance.”

Atiku also weighed in on the ongoing debate over the desirability or otherwise of decentralising the nation’s police force, saying there was nothing wrong with each state having its own police unit so long as it could be insulated from and is independent of the state or regional government.

“Should we abolish the Nigerian Police because it is often abused by those in power at the federal level?  Should we abolish the state treasuries because governors abuse them? And should we also abolish local governments for the same reason? No. We should, as a people, struggle for and put in place institutional safeguards against abuse of power by those in power at all levels.

“We have a chance now to put many of those safeguards in a new constitution. The argument that governors will abuse state police is rather specious,” he added.

On decentralisation of power, he said: “Why should we be talking of federal roads and federal secondary schools?  Decentralisation is not an invitation to the breakup of the country and national unity should not continue to be confused with unitarism and concentration of power and resources at the federal level.

“Of course, I am aware that some of the main beneficiaries of our erstwhile regional parliamentary democracy have been hiding behind the call for restructuring to push for the breakup of the country because of their proximity to a finite natural resource and transient political power.”

Atiku said because of excessive centralisation and the military rule that facilitated it, the Nigerian president is the most powerful leader in the world.

“This is because he can quite literally unleash all security agencies on an individual or organisation, undermine the National Assembly, and turn the judiciary into an almost pro-government and conformist organ.

“This is not in the realm of speculation; it has been happening in this country. Indeed, I drew attention to it when I was in office as vice-president and was having a political face-off with my boss. It is not healthy for democracy and must be changed,” he said.

Supporting Atiku’s position, Danjuma described governors as powerful sole administrators who command enormous powers.
He said the governors are in control of ministers appointed at the national level, adding that even in the ruling Peoples Democratic Party (PDP), the president has no power without the governors who control the delegates.

“Our governors are the most powerful. There is the need for a radical and drastic restructuring of the country,” he stressed.

In his speech, Tinubu who lamented the cost of governance, called for the scrapping of the Senate, saying only the House of Representatives should be retained, as it is more representative of the people.

He queried why the Independent National Electoral Commission (INEC) should have a first line charge, when its chairman has no power to appoint resident electoral commissioners (RECs).

He said it was not in the interest of democracy for the president to be appointing RECs.

Ekiti State Governor, Dr. Kayode Fayemi, who received an award during the ceremony as Governor of the Year, however, told the gathering that there was hope in the country.

Fayemi, who spoke on behalf of the recipients of the awards, called on Nigerians not to lose hope in their country, adding that the desire to make the country better must be collective.

He said the opposition would make sure that they come together to provide an alternative to the ruling PDP.

The highlight of the occasion was the presentation of the Leadership Newspapers awards of Person of the Year to Danjuma, Governor of the Year to Fayemi and the Politician of the Year to House of Representatives Speaker, Hon. Aminu Waziri Tambuwal

  • I regret that it is Atiku who is championing a cause that has merit. I regret it because there are others in Nigeria who are not tainted by corruption in office who could be better ambassadors for this cause. The question also cannot escape the mind; why did you not say this when you were in government? Quite annoying really!! And at the end of the day, what ever you do with your hardware (i.e. the structure of the country) if the (people) software is virus ridden and unstable then nothing will work. For example, can any structure, any new constitution avoid the virus of corruption?

  • Atiku and most of his narrow-minded, self-serving northern oligarchs should be very ashamed of themselves. It was this same attitude and myopic thinking that delayed Nigeria's independence and has left the nation nearly paralysed since the end of the civil war. Imagine how long it has taken the Turaki to see what Ekwueme saw more than 20years ago. Little wonder then that the nation has remained prostrate for this long. People like Atiku, Ciroma, Babangida, Bamanga Tukur and Obasanjo must quit the political stage to give way to bright young people who will take Nigeria to the greatness once foretold..

Atiku,Danjuma, Tinubu on the trail on Wednesday morning in Abuja then Mr Jonathan himself the Goodluck @ Aso Rock announced in Lagos on Tuesday Night the possibility of a conference to discuss Nigeria's future.   • Most good judgements are blinded when people are in power and when they are out of power, they start seeing reasons that they didn't when they were in power. Atiku must have other unspoken reason for not allowing Alex Ekwueme's regional government when he was in power. Too bad! After so many years you are just realizing the truth. Is this not similar to Ojukwu's move over 40 years ago and people branded him secessionist? The truth is gradually evolving, but this is coming out rather too late after so much damage has been done to the economy. But one thing still baffles me, " why are these so called leaders beclouded to their sense of reasoning when they are in power and suddenly regain their senses when they are out?" Pause and ponder.

  • It is good that Atiku is now a later day advocate of true federalism. The country is really changing. Boko Haram has made our security forces aware of their inadequacies and is compelling them to really professional. Now Atiku's ambitions and his quarrels with his erstwhile boss has made him realise Ekwueme's position many years ago was the correct one. Change will come when it will come and if our politicians realise what their greed, inefficiencies and inadequacies have caused this country, no matter how belatedly, then change is really coming on. On another note, I don't know what business they have for giving Danjuma an award for Person of the year.

  • Atiku is already strategizing for 2015. He is trying to right the wrongs of the aftermath of the zoning palavar so as to woo southerners and their votes. Because he has correctly read the mood of the southerners even in the face of boko haram wahala, so he is trying to speak their language so that come 2015, it will be easy to sell him to the electorates. Once he is in power, he will organise their people to oppose all he has been saying, then we are back to status quo.

  • What Atiku said is that he made the mistake of not supporting the truth almost about 20 years ago. He was honest enough to admit this. Let all those with influence in this country also stand by the side of truth and speak up now that history is in the making. It may take longer or shorter, Nigeria will have semi-autonomous regional government; fiscal federalism; regional, provincial and community police; regional banks with its own currency. What would be left of Nigeria will be a rotating presidency for a three year single tenure among the federating semi-autonomous region, foreign affairs and a national army. At the extreme, independent states will emerge.

  • Boko haram are in Goverment says GEJ. There is corruption in Government but GEJ will not do anything about it but will complain when out of office of resource control, state police, true Federalism, immunity clause etc. Politicians are all the same.   • By ABURI WE STAND, what he is proposing is confederation of sorts, which was what the aburi agreement was all about, now after 42 or 43 odd years is when you've finally seen the light on what ojukwu of blessed memory was trying to do. Sometime i get sick and tired of people saying that the igbos were out to dominate the minorities in the Niger Delta if they'd won the war, common guys before there was this contraption called nigeria their was the igbos and the other tribes that inhabited this space called Eastern Nigeria, we lived for centuries without problem, intermarried, traded etc. So i say this, the igbos are not your enemy, we've never been and we'd never will, the powers that be in nigeria are only coming to the realisation of a failed experiment albeit 42 yrs late. This is the best way forward for nigeria, we can still be one country, infact we are better off as one country, but with self autonomy at the regions and the federal incharge of the armed forces, foreign policy, federal institutions etc.

  • The Turaki of Adamawa sincerity and honesty should be applauded. He has a rethink about the future of Nigeria. He is now thinking of how Nigeria would have been under regional arrangement compared to feedbottle federalism. Good job Atiku. Had it been that you did not return to PDP and you remain in progressive party, I would have come to Nigeria to come to cast my vote for you. We the young generation and modern Nigerian don't believe in tribalism but we are willing to support any Nigerian who is ready to make Nigeria great by restructuring the country for efficiency. We don't need oil to be a great country. Nigeria is not going to break for any reason. We should allow each state and people to develop at their own pace. Our finger nails are not equal but they are all important part of our body. The narrow minded people want us to live in fear of that Nigeria will break. The feeding bottle federalism is holding Nigeria down and is depriving people to be innovative. The Turaki of Adamawa is my President any day he quit PDP and join the progressive club of Nigeria. Long live the United States of Nigeria.
