Acting Governor of Taraba State, Alhaji Garba Umar
As normalcy gradually returns to Ibi, in Taraba State after a bloody violence that claimed several lives, the acting Governor of Taraba State, Alhaji Garba Umar, Monday appointed Alhaji Bello Yero, as the Sole Administrator to oversee the affairs of Ibi local government area pending the outcome of the state government’s investigations into the crisis.
The appointment, which takes immediate effect, follows the suspension of the council’s Chairman, Alhaji Ishaka Adamu, and the entire council by the state House of Assembly for negligence and lack of public confidence by the council in the handling of the crisis.
Swearing-in Yero at the Executive Chambers of Government House in Jalingo, Umar said the state government was dissatisfied with the role played by the council in the crisis, which he described, as avoidable, before, during and after the crisis.
He said as a tier of government closest to the people, the council ought to have taken a more pro-active measure to prevent the escalation of the crisis.
Insisting that no person, community, society or group has been a victor in the history of civil crisis, Umar said in all circumstances, those involved, including government officials were directly or indirectly losers just as he wondered why the crisis was allowed to occur in the first place.
He further disclosed that the state government had channelled substantial resources to maintain law and order, which would have been utilised to provide basic amenities for the uplifting of the living standard of the people.
Adamu and the entire legislative council were suspended by the State House of Assembly, following the recommendation of the ad hoc committee set up by the Assembly on the crisis.
Submitting its preliminary report to the Assembly, the ad hoc Committee headed by the Deputy Speaker of the Assembly, Hon. Abel Peter Diah, accused Adamu of failing to convene a security meeting before, during and after the crisis, while also indicting the Legislative Council for failing to call the chairman to order even when it was clear that he was failing in his security responsibility.
The committee equally indicted Umar for misleading the Assembly by presenting false minutes of phantom security meetings thereby contravening provisions of section 11 of the Taraba State Legislative Investigation Procedure Law 2008.
The committee further held that the loss of public confidence in the Ibi local government administration is evidenced by the mass exodus of people from Ibi which it observed has persisted unabated till date.
The committee, which had Hon. Aminu Umar Jalingo, Hon. Bonzema John K, Hon. Yohanna A. Iratsi, Hon. Mark Useni and Hon. Tanko Maikarfi as well as Hon. Yahaya Abdulrahaman as members including Mr. Sylvester S. Kiwen, who served as Secretary, urged the Assembly to invoke section 118(b) (1) of the local government Amendment No 8 Law 2009 to suspend the entire local government council indefinitely with a view to restoring public confidence in government.
